Subject: Objections following the public discussion on the Proposal of the Act on Offenses Against Public Order and Peace
Dear Mr. Orepic,
as we have informed You in our letter dated on June 3, 2016, during the recent public discussion on the Proposal of the Act on Offenses Against Public Order and Peace, we have submitted our objections and suggestions regarding Article 28 of the Proposal.
Our suggestions, as well as the suggestions by other organizations and citizens which participated in the public discussion requesting that the provision sanctioning the abuse of animals in public should be sustained, have received an identical answer. We are sorry that our arguments were not taken into account, seeing that the reply mostly repeats what was already written in the preamble of the Proposal.
For these reasons, in this letter we are appending a brief argumentation wishing to draw Your attention to the importance of Article 30 of the Act on Offenses Against Public Order and Peace as it is currently formulated in the Act. We believe that we share the wish to keep the provisions which aresuccessfully enforced and that have proved themselves efficient in theAct, as this is the case with the Article 30 of the Act.
Therefore we turn to You that, in cooperation with us and other animal protection organizations, You consider the submitted objections and their justification, seeing as that it is not our intention to needlessly waste Your time, but to point to an obvious downgrade of the Act if it does not intend to sanction animal abuse in public.
We trust Your cordiality and Your wish to improve this Act and we offer you our support in the legislation regarding animal protection. So once again we ask You for a more detailed inspection of the argumentation we provided and a second consideration of our objections, while we will also be glad to arrange a short meeting with You.
