With Animal Protection Act "breeding of companion animals intended for sale with three or more breeding females is not allowed if it is not in compliance with conditions issued by the competent authority (Art . 49 , p. 1). The existing text should be amended: "breeding of companion animals for sale is not allowed if it is not in compliance with conditions issued by the competent authority."

Rationale: Animal Friends completely oppose the cultivation and sale of animals and the exploitation and manipulation of their reproductive system. However, given the current state of awareness of citizens and the existence of breeders, it is necessary to register anyone who breeds and wants to sell animals, regardless of the number of "breeding females", since even those who have less than three "breeding females" without control, represent the grey zone of breeding. There is no legal basis for it to be applicable only to those who have three or more "breeding females", because one can have, for example, two "breeding females", each of which can have two litters per year with an average of five pups, which makes 20 dogs per year on which the unregistered breeders reap profit, and more importantly, which is not in compliance with the conditions issued by the Ordinance on the breeding pets for sale. Therefore, it is clear that breeding with less than three "breeding females" can affect the market, as well as the wellbeing of the animals, so that the control and registration of such breeders should contribute to the concrete control and protection of the animals, but also to the decrease of abandoned animals. Momentarily, for example, those who have two "breeding females" sell animals without control, but they can have two expensive animals and make profit from them more than the ones with three or more animals, while keeping the two females in poor conditions. The law has to be equal for all, and those who breed animals for profit have to be registered. It is absurd, for example, that those who produce "rakija" (croatian type of brandy) for their own use have to be registered, and if they are not, they have to pay a fine from 2.000,00 – 10.000,00 kuna, while it is not necessary to register the selling of living beings and making profit from their procreation, nor fulfill the conditions under which the breeding should be permitted.
